International Polar Year Proposal Submitted: J. Key submitted a proposal to the International Polar Year (IPY) International Project Office (IPO) on behalf of the World Climate Research Programme's (WCRP) Climate and Cryosphere (CliC) project.  The IPY "proposals" are essentially project descriptions and not requests for funding.  They will be used by the IPY Joint Committee to identifiy core projects for the IPY.  If accepted, the CliC proposal, titled "The State and Fate of the Cryosphere", will coordinate observations of the cryosphere by the multi-national IPY projects and will examine observational requirements and gaps in the current observing system. Key was also part of a proposal submitted on behalf of The Observing-system Research and Predictability Experiment (THORPEX) project that involves satellite data assimilation and product development for the polar regions. The IPY will be an intense, internationally coordinated campaign of research in the 2007-2008 time frame (http://www.ipy.org and http://www.us-ipy.org).  It was formally established by the International Council for Science (ICSU).  (J.
