CI Directors Meeting: Steve Ackerman, Cooperative Institute for Meteorological Satellite Studies (CIMSS) Director, attended the OAR and NESDIS cooperative institute (CI) directors meeting in Silver Spring, MD. Notes and action items from the meeting include: Capabilities Fair - We found this process useful for both the interaction with NOAA and amongst the different CIs. We would like to hear from the NOAA participants on how useful they found the Fair and how we can increase participation from the NOAA side, in particular the program managers. We recommend repeating the Fair every other year during our CI meeting in Washington. NOAA Budget Presentation - We suggest that the CI's be informed of upcoming initiatives; the future budget and the impact on CI's be discussed; the CI budgets should not be restricted during continuing resolution. NOAA’s Future Workforce - Suggestions include increasing core funding for graduate students working at the interface of CI-NOAA research labs; facilitating undergraduate summer schools; encouraging NOAA staff involvement in the university community (i.e., exchange program); increasing the funding for the Visiting Fellows and Postdoc program to strengthen this excellent program; actively promoting graduate education support for CI’s researchers. CI’s Policy Update - We are encouraged that progress has been made on the use of the NOAA logo, as a significant amount of NOAA research is done by the CI’s and NOAA should take credit; the time frame for open CI competition should be increased from 8 to 12 weeks to be less disruptive for ongoing projects (field, etc.). Future CI Meeting - We suggest that the next 2-day CI meeting be held in Washington, D.C. in April 2009. (S. Ackerman, CIMSS, 608-263-3647)

Manuscript Published on the Interaction of Arctic Cloud and Surface Temperature Trends: A manuscript entitled "The Influence of Changes in Cloud Cover on Recent Surface Temperature Trends in the Arctic" has been published in Journal of Climate (vol. 21, 2008). Co-authors are Yinghui Liu (Cooperative Institute for Meteorological Satellite Studies, CIMSS), Jeffrey R. Key (STAR/ASPB), and Xuanji Wang (CIMSS). The paper presents a method to assess the influence of changes in Arctic cloud cover on the surface temperature trend, allowing for a more robust diagnosis of causes for surface warming or cooling. Operational Status Given to Advanced Dvorak Technique (ADT): The Cooperative Institute for Meteorological Satellite Studies (CIMSS) Advanced Dvorak Technique (ADT) was approved for NESDIS operations during the Satellite Products and Services Review Board (SPSRB) Decision Brief held on 20 February. NESDIS/SAB has served as the main testbed for ADT evaluation since the late 1990's. Since then, SAB forecasters have provided important qualitative and quantitative analysis of ADT performance to CIMSS scientists which have aided in algorithm advancement. The ADT provides global tropical cyclone intensity estimates using geostationary, infrared satellite imagery. (T. Olander, CIMSS, 608-265-8005; C. Velden, CIMSS, 608-262-9168)

ITEMS FOR THE DIVISION CHIEF, CoRP:

Presentation at Intercalibration meeting: Mat Gunshor of the Cooperative Institute for Meteorological Satellite Studies (CIMSS) was invited to give a presentation at the Third Global Space-Based Inter-Calibration System (GSICS) Research Working Group (GRWG) meeting, held at the NOAA Science Center in Camp Springs, Maryland. This three-day meeting (19-21 February 2008) was a gathering of international scientists to improve the use of space-based global observations for weather, climate and environmental applications through inter-calibration of the space component of the World Meteorological Organization (WMO) World Weather Watch (WWW) Global Observing System (GOS) and Global Earth Observing System of Systems (GEOSS). Gunshor gave a presentation entitled "Recent AIRS/GEO Inter-calibration Activities at CIMSS", describing results from January 2006 through October 2007 comparing AIRS to the imagers on Geostationary Operational Environmental Satellite (GOES)-10, -11, -12, METEOSAT-8, -9, MTSAT-1R, and FY-2C. Gunshor's presentation also addressed the effects of GOES-12 decontamination in July 2007, the dependence of inter-calibration on scan time differences, the effects of FY-2C "stray light" issues, the GOES-13 post-launch checkout results (especially concerning the 13.3 micrometer band results), and raised the question of what satellite operators should be doing to protect their users from poorly calibrated data. 6th Annual NOAA-CREST Symposium: The 6th Annual NOAA-CREST Symposium was held at the University of Puerto Rico in Mayagüez, February 19-22, 2008. The two and a half day symposium was comprised of oral presentations and posters by students and seasoned scientists from the various CREST (Cooperative Remote Sensing Science and Technology Center) member institutions, the Cooperative Institute for Meteorological Satellite Studies (CIMSS), the Cooperative Institute for Climate Studies (CICS), and NESDIS/STAR.
