Presentation to National Academies Committee: Jordan Gerth, of the Cooperative Institute for Meteorological Satellite Studies (CIMSS), gave an invited presentation to the National Academies Committee on Radio Frequencies (CORF), which held a meeting at the Keck Center in Washington, DC, on 16 and 17 May 2019. The presentation covered the role of the American Meteorological Society (AMS) Committee on Radio Frequency Allocations, which he chairs, and ongoing spectrum matters of interest to the weather, water, and climate enterprise. The most pressing issues are the proposed rulemaking in the 1675-1680 MHz band, where geostationary weather satellite rebroadcast and relay services exist, and the recent auction of 24 GHz for 5G, near an important microwave water vapor absorption region. Great Lakes Operational Meteorology Workshop: Scott Lindstrom (Cooperative Institute for Meteorological Satellite Studies, CIMSS) and Mark Kulie (STAR/Advanced Satellite Products Branch), attended the 27th Annual Great Lakes Operational Meteorology Workshop in Duluth Minnesota, 21-23 May 2019, hosted by the National Weather Service Offices in Duluth and in Marquette MI. This annual meeting brings together meteorologists from the United States and Canada to share ideas and techniques for weather observations and decision support for the unique forecast problems around the Great Lakes. Scott Lindstrom gave a presentation on training sources and on future training directions for GOES-16 and JPSS Data; Mark Kulie presented a talk that summarized results from 5 years of snowfall observations at the Marquette Forecast Office. Kulie was the recipient of the Bill Hibbert Award. The Bill Hibbert Award is presented at each Great Lakes workshop in honor of William Hibbert, a National Weather Service Buffalo, New York meteorologist. The award is given to the person with the best presentation in the area of remote sensing application to operational meteorology at the GLOMW each year. (M. 15th Conference on Polar Meteorology and Oceanography: The 15th Conference on Polar Meteorology and Oceanography was held in Boulder, Colorado, May 19-23. Yinghui Liu (STAR/ASPB) attended and gave an oral presentation on the surface shortwave radiation budget over snow and sea ice in the Arctic. The co-authors are Aaron Letterly (CIMSS) and Jeff Key (ASPB). The main points of the talk are that there has been a general increase in the surface shortwave radiation absorption in the Arctic in the last few decades,  the increase over ocean is two times as large as that over land, and the albedo feedback over ocean is four times as large as that over land in the Arctic in the summer. (Y. CIMSS Satellite Blog Updates: The Cooperative Institute for Meteorological Satellite Studies (CIMSS) Satellite Blog (http://cimss.ssec.wisc.edu/goes/blog/) was updated with the posts "Mesoscale Convective System in the Midwest" (16 May), "Outbreak of severe thunderstorms from Texas to Nebraska" (17 May), "Severe thunderstorms in Texas and Oklahoma" (20 May), "Transport of Canadian wildfire smoke across the Northeast US" (22 May) and "Severe thunderstorms across Oklahoma, Kansas and Missouri" (22 May 2019). Figure: GOES-16 "Clean" Infrared Window (10.35 µm) image at 0346 UTC or 10:46 PM CDT, showing an updraft pulse (cyan arrow) which exhibited an infrared brightness temperature as cold as -81ºC (violet pixel) and the formation of an "Enhanced-V" signature approximately 34 minutes prior to the beginning of the tornado that caused EF-3 damage in Jefferson City, Missouri (KJEF) on 22 May 2019.
