¹For the capabilities and recommendations session, all chapter lead authors should present a summary of the recommendations that are currently the report.  The breakout groups will discuss these and the tables of observational capabilities and requirements starting late in the first day and continuing through the second day.

²The breakout groups must reach a consensus on capabilities and requirements.  More importantly, they must finalize the recommendations, including a high-level set of recommendations suitable for an executive summary.  Look for common recommendations with the other subdomains.  There should also be a group working on implementation.
